On Saturday, April 18, a horrific mass shooting in the Holosiivskyi district of Kyiv left five people dead and 15 others wounded. According to official statements released by the Ministry of Internal Affairs of Ukraine and the Prosecutor General’s Office, an armed man engaged in a chaotic shooting spree across a civilian area before taking hostages in a local supermarket. The tragic incident has raised critical questions about civilian gun control and the psychiatric evaluation process for firearm licenses in Ukraine.

The sequence of events began on Demiivska Street, where the attacker, acting completely erratically, opened fire on unsuspecting pedestrians. Interior Minister Ihor Klymenko, who arrived at the scene to brief the media, stated that the shooter killed four people on the street. The attacker then forced his way into the Velmart supermarket on Holosiivskyi Avenue, where he barricaded himself and took hostages. Tragically, a fifth victim was shot point-blank inside the store before law enforcement could fully secure the perimeter.

Special forces units, including the KORD tactical response team, the National Police, and the Security Service of Ukraine (SBU), quickly surrounded the building. After brief attempts at negotiation failed, KORD operators stormed the supermarket and liquidated the shooter, preventing further loss of life. Authorities identified the suspect as Dmytro Vasylchenkov, a 58-year-old local resident. Born in Moscow but holding Ukrainian citizenship, Vasylchenkov had previously lived in Bakhmut, Donetsk region, before relocating to the capital.

One of the most alarming aspects of this tragedy is that the perpetrator used a legally registered weapon. Minister Klymenko confirmed that the hunting carbine used in the attack was officially documented. Furthermore, the suspect had successfully renewed his firearm permit just a few months prior, in December 2025.

“He applied to the licensing system to test-fire the weapon because the permit had expired. He brought a valid medical certificate,” Klymenko explained. “The investigation will determine exactly which authorities and medical institutions issued this certificate.”

The fact that a man capable of such senseless violence recently passed a mandatory psychiatric evaluation has sparked public outrage. Currently, the Prosecutor’s Office is determining the exact legal qualification of the incident. As the 15 injured victims receive emergency medical care, investigators are rigorously working to uncover the perpetrator’s motives and hold accountable any officials whose negligence may have contributed to this deadly mass shooting. This devastating event serves as a grim reminder that internal security and strict regulatory oversight are just as vital as defending the nation’s borders.
