The organizer of the weapons exhibition in the Kyiv region, where a Russian missile strike on July 24 killed 10 people and injured around 100, has been detained and notified of charges, according to the Prosecutor General’s Office. This incident highlights the critical failure of security protocols during wartime public gatherings.
According to the investigation, an arms association organized the large-scale event without the required coordination with military command or regional administrations. Over 300 people were invited to an open location, despite the nearest bomb shelter—capable of holding only 34 square meters—being located 100 meters away. Investigators are now scrutinizing how the exact location was shared just 24 hours before the attack, raising concerns about potential intelligence leaks to the enemy.
The lead organizer, currently under guard in a medical facility due to minor injuries sustained during the strike, faces charges of official negligence leading to fatalities. Searches have been conducted at the association’s headquarters and private residences. Law enforcement officials have pledged that a thorough legal assessment will be conducted regarding the actions—or inactions—of government officials, local authorities, and security agencies who failed to prevent this tragedy. The General Staff of the Armed Forces of Ukraine has officially confirmed that the targeted location was a civilian site, not a facility under the military’s management.
