The Kremlin’s latest attempt to dictate the venue for potential negotiations has once again been met with a firm refusal from Kyiv. According to official government statements, the proposal for President Volodymyr Zelenskyy to meet Vladimir Putin in Moscow is a non-starter. Advisor to the Office of the President, Sergii Leshchenko, reiterated that Ukraine will not engage in dialogue within the capital of the aggressor state, as such a format would undermine the principle of sovereignty and play into the hands of Russian propaganda.

Moscow’s frequent invitations for talks in its own capital are widely viewed by analysts as a form of diplomatic trolling rather than a genuine effort to secure peace. By insisting on a location that symbolizes the very regime responsible for the invasion, the Kremlin aims to force an image of submission from the Ukrainian leadership. However, Kyiv remains steadfast, having already identified several neutral nations willing to host potential peace summits that respect the interests of a sovereign Ukraine.

The disconnect between Moscow’s rhetoric and its actions remains profound. While Russian officials speak of negotiations, they simultaneously intensify military aggression on the front lines. The Ministry of Foreign Affairs of Ukraine has aptly described these offers as a distraction tactic, designed to buy time and create a false narrative of goodwill for the international community. Ultimately, for Zelenskyy, the location of a meeting is not merely a logistical detail but a matter of national dignity and strategic independence. As long as the Kremlin continues its aggressive policy, any talks held under duress in Moscow remain fundamentally unacceptable to the Ukrainian administration and its international partners.
