The Head of State announced his arrival and outlined the visit’s primary agenda via a video address on his official Facebook page, highlighting the significant geopolitical value of this partnership.
This diplomatic mission to Riyadh is a crucial component of Ukraine’s broader foreign policy strategy, which actively seeks to build robust alliances beyond the Euro-Atlantic bloc. President Zelenskyy emphasized that this visit directly follows substantial diplomatic victories in the West. “Yesterday, at a meeting with European leaders, we secured financial guarantees for our resilience,” the President stated. Bolstered by this economic backing and macroeconomic stability provided by the European Union, Kyiv is now confidently pivoting its focus toward the Middle East. “Today, we are advancing our agreements with Saudi Arabia in the realms of security, energy, and infrastructure,” he added, stressing the critical importance of mutual strengthening and substantive cooperation between the two nations.
Ukraine’s diplomatic engagement with the Arab world has intensified significantly over recent months. In late March, President Zelenskyy undertook a comprehensive Middle Eastern tour, visiting Saudi Arabia, the United Arab Emirates, Qatar, and Jordan. This unprecedented diplomatic effort yielded substantial results, marking a definitive transition from standard agricultural and economic ties to deep strategic and military cooperation.
During that landmark March tour, Ukraine signed historical 10-year defense and security partnership agreements with both Qatar and Saudi Arabia. These long-term treaties outline concrete frameworks for technological exchange, joint defense initiatives, and strategic intelligence cooperation. Furthermore, a similar comprehensive defense pact with the United Arab Emirates is currently in the final stages of preparation and is expected to be finalized soon.

Riyadh holds immense political influence within the Global South and has previously acted as a highly effective mediator in complex prisoner exchanges and international dialogues. The final aspect is infrastructure and post-war reconstruction. Saudi Arabia’s sovereign wealth funds represent a massive pool of potential investment capital.
