Ukraine has formally urged the International Maritime Organization (IMO) to classify the Russian “shadow fleet” as legitimate military targets. As reported by the Financial Times, Deputy Prime Minister Oleksiy Kuleba argued that these vessels are essential to funding Russia’s ongoing war efforts and must be neutralized.
In his letter, Kuleba highlights that Russia has attacked 59 merchant vessels, including the Turkish cargo ship MV Victress and the German vessel Helga, which was transporting 25,000 tons of corn to the port of Chornomorsk. These strikes are clear evidence of Russia’s flagrant disregard for international humanitarian law and maritime safety protocols. By targeting civilian grain shipments, Moscow continues to weaponize global food security.
Moscow has previously attempted to divert international attention by accusing Ukraine of “terrorism” following incidents involving its own tankers. However, the Ukrainian government insists that the Russian energy fleet is not civilian infrastructure but a vital lifeline for the Kremlin’s war economy.
