Ukraine’s Metallurgy Mid-Year Report: Production Trends and EU Quota Challenges

In the first half of 2026, Ukraine’s metallurgical sector produced 3.66 million tons of pig iron, 3.57 million tons of steel, and 2.94 million tons of rolled products, according to the latest report by Ukrmetallurgprom. Despite the ongoing conflict, the industry continues to demonstrate resilience, although overall volumes show a slight decline compared to the same period in 2025. Specifically, steel production decreased by 3.2%, and rolled products by 4.3%, while pig iron output remained relatively stable with a minor dip of 0.2%.

The industry’s performance throughout the semester has been volatile. Following a sharp decline in April, where steel output dropped by 25% year-over-year, June brought a significant recovery. Production of steel surged by 11.2% reaching 690,800 tons, signaling a successful adaptation to logistical constraints and energy volatility. External regulatory pressures remain a key concern for Ukrainian exporters. The European Union has recently updated its import conditions, tightening quotas and increasing oversight of steel shipments.
