Ukraine Launches Arms Exports and “Drone Deals”: Zelensky Outlines Defense Industry Priorities

Ukraine is officially launching the export of its domestically produced military equipment, having finalized all necessary operational details at the state level. The initiative is designed to supply global partners with cutting-edge, combat-tested technology. This strategic move was announced by Ukrainian President Volodymyr Zelensky on his official Telegram channel, marking a significant milestone in the development of the nation’s defense-industrial complex.

The “Drone Deals” Framework
Recognizing the high international demand for equipment proven in modern warfare, Ukraine has proposed a new format of cooperation for allied nations called “Drone Deals”. This initiative entails specialized agreements for the production and supply of drones, missiles, artillery shells, electronic warfare systems, and defense software.

According to the President, the procedure is straightforward and transparent. First, a bilateral security agreement based on mutual interests is signed at the inter-governmental level. Following this, the practical implementation shifts to state institutions and private manufacturers. The framework also encompasses technology exchange and the integration of Ukrainian innovations into the defense systems of partner countries.

Prioritizing the Armed Forces of Ukraine
While entering the global arms market is a lucrative and strategic step, the absolute priority remains the direct supply of the Ukrainian military. The National Security and Defense Council (NSDC) will coordinate all export processes to guarantee that the Armed Forces of Ukraine retain the right of first refusal. The Ministry of Defense and the General Staff will strictly determine domestic needs.

Only surplus production—what exceeds state defense orders—will be permitted for export. Currently, thanks to massive state investments and successful partnerships, the production surplus for certain types of weaponry reaches up to 50%.

Strict Export Controls and Security
A critical challenge in this endeavor is preventing advanced Ukrainian technology from falling into the hands of the enemy. President Zelensky emphasized that exporting weapons to nations cooperating with Russia is strictly prohibited. The Ministry of Foreign Affairs, the Security Service of Ukraine (SBU), and intelligence agencies have been tasked with identifying and blacklisting such countries to ensure full technology protection.

Expanding International Support via PURL
While boosting domestic production, Ukraine continues to actively expand international military assistance. During the recent informal European Union summit in Cyprus, President Zelensky negotiated new contributions to the Prioritised Ukraine Requirements List (PURL)—a joint US-NATO initiative designed to procure critical American weaponry for Ukraine using allied funds. Three additional nations have joined the program, pledging approximately €350-400 million.

These combined efforts—expanding domestic arms production and securing international funding—are crucial for maintaining battlefield advantages. The President particularly praised the current effectiveness of Ukraine’s air defense systems against drone swarms, underscoring that continued investments will further solidify the country’s sky shield.
