The Pyongyang-Moscow Axis: Kim Jong Un Reaffirms Strategic Alliance with Putin

North Korean leader Kim Jong Un has sent a congratulatory message to Russian dictator Vladimir Putin on May 9, confirming his commitment to the military-political alliance between Pyongyang and Moscow, as reported by Reuters. In his address, Kim referred to Putin as his “closest comrade,” expressing satisfaction with the current state of bilateral relations and their joint effort to write a “new brilliant history of independence and prosperity.”

This partnership is anchored in the Comprehensive Strategic Partnership Treaty signed in 2024, which includes a mutual defense clause. This agreement has evolved from mere rhetoric into a concrete military reality. Reports indicate that approximately 14,000 North Korean troops have been deployed to Russia’s Kursk region to bolster Moscow’s forces in the war against Ukraine. Thousands of these soldiers have already been killed or wounded, highlighting the high cost of this desperate alliance for the Kim regime.

Kim Jong Un’s ongoing support for the Kremlin is not limited to troop deployments; he has been actively mobilizing the North Korean youth to participate in the conflict on Russia’s side. For Vladimir Putin, the aid from Pyongyang is a crucial lifeline as his army continues to suffer from heavy attrition. However, for the international community, this development represents a dangerous consolidation of authoritarian powers.

The strategic alignment between Russia and North Korea serves as a clear indicator of the Kremlin’s increasing reliance on rogue states. By integrating North Korean soldiers into the Russian military, Moscow is effectively internationalizing the conflict and dismantling the security architecture that has held for decades. As the Kremlin continues to rely on such allies, the risks to global stability grow, signaling that the ongoing confrontation between democratic nations and this authoritarian “axis” is entering a more volatile and unpredictable phase.
