Security Service of Ukraine (SBU) officials have announced the neutralization of an FSB-directed sabotage cell that was preparing a major terrorist attack in central Kyiv. The operation highlights the ongoing efforts of Russian intelligence to disrupt the internal security of Ukraine through local assets recruited via social media.
The suspects, identified as a Kyiv-based marketer and a soldier who had deserted his unit, were tasked with blowing up a power generator near an administrative building in the Shevchenkivskyi district. Their plan involved triggering an incendiary device remotely, which they hoped would cause a massive fire and significant damage to the target facility. To further cover their tracks, the agents had installed a concealed surveillance camera at the scene, rigged with a secondary explosive device designed to detonate after the main blast.
Investigators discovered that the recruitment process began in pro-Kremlin Telegram channels, where the individuals had been posting messages supporting the Russian regime. The FSB promised the agents safe passage into Russia and employment within their ranks as a reward for the successful execution of the terror act. Their escape plan involved taking a train to the Chernihiv region, followed by a clandestine border crossing into Belarus via boat.
The SBU intercepted the suspects on a passenger train before they could reach the border. Searches revealed smartphones containing incriminating evidence of their coordination with Russian handlers, as well as the inflatable boat intended for their escape. It was further revealed that the cell had previously carried out “test” tasks for the enemy, including setting up weapons caches in the suburbs and leaking the locations and force structures of Ukrainian military training grounds to Russian intelligence.
Both suspects have been charged with attempted terrorism. Prosecutors are currently evaluating additional charges of high treason committed under martial law. If convicted, the individuals face life imprisonment with confiscation of assets. This incident serves as a grim reminder of the persistent threat posed by domestic agents acting on behalf of hostile intelligence services, necessitating constant vigilance and robust counter-intelligence measures across the country.
