Ukraine’s law enforcement agencies are continuing their systematic crackdown on corruption networks attempting to undermine the nation’s mobilization efforts. According to the latest official report released by the Security Service of Ukraine (SBU), authorities have successfully dismantled six distinct draft evasion schemes operating across multiple regions of the country. The coordinated operation, conducted jointly with the National Police and the State Border Guard Service, resulted in the arrest of several organizers.
Investigators revealed that the illicit services cost between $2,000 and $20,000. In exchange for these substantial sums, organizers offered military-aged men forged medical documents or arranged illegal physical crossings of the state border, bypassing official checkpoints.
Exploiting the Medical System
Several of the uncovered schemes involved deep corruption within the medical sector. In the Lviv region, the SBU detained a psychiatrist from the central regional hospital. The doctor accepted bribes in exchange for establishing fake Group III disability statuses for draftees. Leveraging the ongoing reform of the medical commission system, the suspect promised to influence members of the newly formed expert teams for assessing everyday functioning (which replaced the old MSEC system) to expedite the falsified paperwork.
In the Dnipropetrovsk region, another suspect was caught selling fake Military Medical Commission (VLK) conclusions. This particular scheme was aimed at men who had already been mobilized. The organizer promised to use connections within the VLK to forge medical records declaring the soldiers unfit for combat duty, thereby facilitating their transfer to rear-echelon units.
Dangerous Escapes: Ambulances, Forests, and Rivers
The border escape routes were marked by extreme cynicism and significant physical danger. In the Odesa region, law enforcement apprehended three employees of an emergency medical care center. These individuals utilized an active ambulance to smuggle evaders into the unrecognized territory of Transnistria, even disguising one ‘client’ as a medical orderly to bypass checkpoints. In the same region, a local farmer and a carrier were charged with transporting draft dodgers to border villages, from where they were instructed to cross the frontier on foot through dense forests.
Meanwhile, in Zakarpattia, military counterintelligence busted an elaborate ‘escort’ operation heading toward the European Union. The smugglers used a scout vehicle driven by a ‘reconnaissance driver’ to monitor patrol checkpoints. The main car, carrying the evaders, followed closely behind. If a checkpoint was spotted, the passengers were dropped off and given maps to navigate around it via mountain trails. The organizer was caught red-handed in the mountainous Rakhiv district while transporting three men.
In the Vinnytsia region, a Kyiv resident was arrested for organizing an illegal migration channel that forced draft dodgers to swim across the treacherous Dniester River to reach a neighboring country.
All suspects have been served with notices of suspicion under multiple articles of the Criminal Code of Ukraine, including the illegal transportation of persons across the state border and abuse of influence. If convicted, the perpetrators face up to 9 years in prison and the confiscation of their property.
