On Wednesday, Russian forces launched a targeted drone strike against civilian infrastructure in the Odesa region, wounding at least four people. According to Oleh Kiper, Head of the Odesa Regional Military Administration, who shared the update on his Telegram channel, the attack damaged multiple non-military facilities in the Odesa district. Among the affected sites were several residential buildings, a Nova Poshta delivery office, a grocery store, and a shopping center. The strikes caused immediate fires, which spread to several civilian vehicles, triggering emergency responses across the area.

The casualties include two men and two women aged between 38 and 65. Medical personnel reported that two of the victims are currently in critical condition, while the others sustained moderate injuries. Emergency services and communal workers quickly mobilized to extinguish the flames and mitigate the consequences of the attack. Local sources, including Ukrinform, confirmed that a direct drone hit severely damaged the local shopping mall, underlining the deliberate nature of the attack on public spaces.

This latest assault highlights Russia’s persistent strategy of targeting Ukraine’s civilian logistical networks. By hitting mail distribution centers, retail locations, and grocery stores, Moscow aims to disrupt daily life, compromise supply chains, and inflict psychological terror on the civilian population. Such actions constitute a flagrant violation of international humanitarian law, which strictly prohibits attacks on purely civilian infrastructure.

The Odesa region remains a primary target due to its strategic port infrastructure and economic importance to Ukraine’s maritime trade. However, when Russian forces fail to achieve decisive breakthroughs on the front line, they increasingly resort to terrorizing urban centers.
