In a flagrant violation of international humanitarian law and the Geneva Conventions, Russian occupation forces have repeatedly targeted emergency responders in Ukraine’s Sumy region. According to the official report by the State Emergency Service of Ukraine, the Hlukhiv community was subjected to relentless enemy attacks throughout the day, during which first responders and their infrastructure were intentionally targeted.
While emergency crews were operating at the site of an earlier strike, Russian forces launched a precision attack directly at a fire engine. Fortunately, due to the rapid reaction of the firefighters, no casualties were reported among the staff. However, the hostile assault did not stop there. Shortly after, Russian artillery struck the fire station itself. The attack caused severe damage to the building of the rescue unit and put vital emergency vehicles out of service—equipment crucial for saving lives and clearing rubble after daily bombardments.
This incident is not an isolated mistake but a deliberate execution of the highly controversial ‘double-tap’ tactic. This strategy involves launching an initial strike on a civilian target, waiting for rescue teams, police, and medics to arrive, and then striking the exact same location again to maximize casualties among first responders. Deliberately targeting civil defense personnel is a war crime under international law.
This pattern of terror is evident across other frontline regions of Ukraine. In Zaporizhzhia, recent Russian drone strikes claimed the lives of two men and inflicted severe damage on critical and industrial infrastructure. Meanwhile, in the Kherson region, Russian shelling killed six civilians and injured 27 others within a single day.
By targeting rescue operations, humanitarian personnel, and vital logistics, the Russian Federation aims to paralyze the daily life of Ukrainian regions, disrupt essential services, and spread panic among the population. These systematic strikes underscore the urgent need for Ukraine’s Western allies to provide advanced air defense systems to protect civilian infrastructure and ensure the safety of those who risk their lives to rescue others.
