Ukraine is planning to establish domestic production of missiles for Patriot air defense systems by the end of 2026. President Volodymyr Zelenskyy announced this objective during the Ukraine-Southeast Europe summit on Wednesday, July 15. This strategic move aims to reduce reliance on foreign supply chains and ensure the long-term sustainability of Ukraine’s air defense capabilities.
President Zelenskyy emphasized that the political framework for this cooperation is already in place. “We are working on Patriot licenses. We have a political agreement, and we expect to be able to technically produce American missiles with our Ukrainian team by the end of 2026,” the President noted. This initiative represents a significant step in transforming Ukraine’s defense-industrial base, allowing it to integrate high-end Western technologies into its own production lines.
Beyond the Patriot system, Ukraine has reached agreements with France and Italy regarding the production of missiles for European air defense systems. This includes collaborative efforts for the SAMP/T platforms, as well as the manufacturing of Aster 30 and SCALP missiles. These partnerships are essential for replenishing Ukraine’s arsenal and enhancing its capabilities against modern ballistic and cruise missile threats.
Furthermore, Ukraine is currently implementing its own European anti-ballistic project, code-named FREYJA. Under this initiative, Ukraine is developing the launcher and the missile, while partners provide critical components such as advanced radar systems. The project has already unified eight countries, with specific companies identified to handle the radar technology requirements efficiently. The National Security and Defense Council is currently coordinating these efforts to ensure rapid development and deployment.
This drive toward self-sufficiency is a direct response to the ongoing security challenges posed by the Russian military. By securing licenses and co-production agreements, Kyiv is ensuring that its defense architecture remains resilient against attrition. Ultimately, the ability to manufacture advanced weaponry domestically will not only strengthen Ukraine’s defense but also bolster the security of the entire region, signaling a new era of military-industrial cooperation between Ukraine and its NATO allies.
