The Ministry of Defense of Ukraine has officially introduced a new format for military contracts, offering clearly defined service terms and guaranteed post-service deferrals, as reported by the official government portal. This initiative is designed to address the need for long-term planning for military personnel and to professionalize the recruitment process within the Defense Forces.
The new 24-month contract is specifically targeted at critical technical roles, including UAV operators, electronic warfare specialists, and operators of ground-based robotic systems. These roles exclude standard infantry-assault positions. A primary benefit of this system is the guaranteed six-month deferral from mobilization following the completion of the contract. Furthermore, the framework rewards active service: every day spent executing combat missions earns an additional day of deferral, and every year of service rendered prior to 2022 adds a month of deferral time.
Financial compensation has also been restructured to incentivize professionals. The base salary is set at 20,000 UAH per month, supplemented by combat-related payments. Personnel at command posts receive an additional 50,000 UAH, while those on the front lines are entitled to 100,000 UAH. Support and administrative staff receive a 10,000 UAH monthly allowance. Additionally, first-time contractors receive a signing bonus ranging from 27,000 to 33,000 UAH, alongside an annual health allowance starting at 20,000 UAH.
Military analysts highlight that this move represents a significant step toward stabilizing the force. By providing clear end dates for service, the Ministry aims to reduce burnout and improve the morale of personnel currently serving. Unlike the chaotic mobilization efforts seen in the Russian Federation, Ukraine’s approach focuses on a transparent, contract-based professional army.
The Ministry of Defense believes this system will encourage specialists to choose military service as a career path rather than a temporary burden. By offering both financial stability and predictable timelines, the government is making a concerted effort to optimize the Defense Forces, ensuring that highly skilled operators remain motivated and supported. This structural reform reflects a broader strategy to maintain combat readiness while ensuring that the rights and needs of the soldiers are integrated into the legislative framework of the ongoing war effort.
