The State Investigation Bureau (SIB) of Ukraine has dismantled a sophisticated criminal network that facilitated desertion for mobilized military personnel. According to the official SIB statement, the illicit operation spanned across the Volyn, Lviv, Zhytomyr, and Chernivtsi regions, with fees ranging from $8,000 to $15,000 per person.
The organizers were three civilians with former military service backgrounds who utilized their knowledge of internal military protocols to bypass surveillance. They targeted relatives of soldiers, offering detailed escape plans, logistics for avoiding military patrols, and safe houses. By leveraging connections within the military, the group managed to orchestrate several successful unauthorized departures from training centers and active units.
Law enforcement officials successfully documented at least five distinct cases of illicit assistance. The organizers were apprehended during an operation while accepting a payment of $8,000. Alongside them, two soldiers who had previously deserted their posts in late 2025 and early 2026 were also taken into custody. These individuals had been actively sought by authorities for months.
The primary organizers now face charges under Article 408 of the Criminal Code of Ukraine, specifically for aiding in desertion during martial law. The soldiers who fled their units are charged with desertion itself. Under Ukrainian law, these offenses carry a maximum penalty of up to 12 years in prison. The SIB is currently expanding the investigation to determine if there were other collaborators within the military administration.
This case highlights the ongoing challenges Ukraine faces regarding military discipline and the integrity of its mobilization efforts. Authorities have signaled a zero-tolerance policy toward individuals and groups attempting to undermine the defense capabilities of the state. As the country continues to navigate the complexities of long-term war, the crackdown on corruption and desertion remains a critical priority for national security. The SIB emphasizes that investigations are ongoing to ensure that all participants in this criminal syndicate are held accountable, sending a clear message that evading military duties carries severe long-term legal consequences.
