In a shocking revelation that has sparked widespread public outrage, Ukrainian Parliament Commissioner for Human Rights Dmytro Lubinets published an official statement exposing severe human rights violations at the Uzhhorod District Territorial Center of Recruitment and Social Support (TCC). Several officials, including the acting head of the enlistment office and the chief of the military registration department, have been officially notified of suspicion. They face charges of abusing power, unlawful deprivation of liberty, and torture of conscripts.
According to the monitoring visit conducted by the Ombudsman’s Office, investigators uncovered appalling cases of abuse. Conserving evidence showed that citizens were handcuffed to staircases, kept in unsanitary and inhumane conditions, and subjected to physical violence. Furthermore, a military instructor has been detained under suspicion of directly torturing a conscript. The prompt detention of all suspects indicates that the government is unwilling to tolerate systemic impunity within the mobilization apparatus, which has recently faced intense public scrutiny.
The scandal exposes a deeper, structural issue within the conscription process. While Ukraine desperately needs to reinforce its armed forces, using lawless methods and physical abuse severely undermines state authority. Such actions erode public trust in military institutions and provide ammunition for hostile propaganda trying to disrupt mobilization efforts. Ombudsman Lubinets emphasized that mobilization centers must not operate outside the realm of law, reminding that a state during wartime either upholds the rule of law or forfeits the trust of those it seeks to protect.
The investigation has also targeted higher-ups within the regional military hierarchy. An inquiry has been launched against officials of the Zakarpattia Oblast TCC who might have turned a blind eye to these atrocities. Furthermore, the actions of the ‘West’ Operational Command commission, which failed to report these obvious violations during an earlier internal investigation, are now under review. This case serves as a vital reminder that administrative and military efficiency cannot be achieved at the expense of human dignity and fundamental legal rights.
