Fines Reaching 70 Million and Mass Blockings: How Ukraine is Penalizing Influencers for Illegal Casino Ads

A large-scale campaign to combat illegal online gambling is gaining momentum in Ukraine. State authorities have dealt a major blow to the shadow market, fining a group of 16 popular influencers a total of over 70 million UAH. The primary reason for these unprecedented financial sanctions was the systematic advertising of illegal online casinos to a multi-million Ukrainian audience.

Government Crackdown on Shadow Gambling

Natalia Denikeieva, Deputy Minister of Digital Transformation of Ukraine, detailed these stringent measures during a national telethon broadcast. According to her, the state has moved toward active enforcement and will no longer tolerate the open promotion of shadow gambling businesses that evade taxes and lure citizens into dangerous addictions.

“We have already imposed fines on 16 bloggers, and the total amount of these penalties exceeds 70 million UAH. It is important to understand that this systematic work continues daily. No one will go unnoticed by the relevant authorities,” the official emphasized.

Global Digital “Cleanup”

Beyond personal sanctions against opinion leaders, the government is conducting a global digital cleanup of the Ukrainian internet segment. Denikeieva reported that:

  • 3,000+ websites providing illegal online casino services without KRAIL (Commission for Regulation of Gambling and Lotteries) licenses have been blocked.
  • 500+ social media accounts used to distribute illegal ads and drive traffic to shadow platforms have been completely removed.

While some media figures risk their reputations and massive sums for quick earnings via illegal schemes, others choose a transparent path. For instance, media personality Slava Diomin recently disclosed his hidden income sources and the cost of private consultations, demonstrating how to legally monetize popularity without breaking the law.

A Signal to the Market

The tightened control over gambling advertisements began showing tangible results several months ago. A notable precedent occurred earlier when a single Ukrainian female blogger was fined nearly 5 million UAH for promoting casino services on her page. This served as a clear signal to the entire influencer marketing industry that the era of unpunished “ludomania” (gambling addiction) promotion has come to an end.

International Cooperation

International tech giants are also joining the fight. Specifically, TikTok, in collaboration with specialized organizations like PlayCity, has begun rigorous content moderation. As a result of these joint efforts, 33 major accounts that defiantly violated the law and promoted gambling were blocked.

The state is demonstrating zero tolerance for any illegal enrichment schemes. This uncompromising stance extends to other sectors as well—such as the recent high-profile arrest of a senior Ukrzaliznytsia official by the State Bureau of Investigation (SBI) for a massive $100,000 corruption scheme.

From now on, financial and administrative responsibility will rest not only with the organizers of shadow platforms but also with every media figure who assists them in recruiting new clients.
