Ukrainian law enforcement has officially moved to hold accountable those whose administrative negligence has led to irreversible and tragic consequences. On April 6, the director of a youth sports school, who was directly responsible for the safety and maintenance of a luge track, was served with a notice of suspicion following the death of a 14-year-old athlete. The Office of the Prosecutor General of Ukraine reported the details of the ongoing criminal investigation.
According to the official statement from prosecutors, the official is charged with dereliction of duty resulting in severe consequences—specifically, the death of a minor. This criminal offense falls under Part 2 of Article 367 of the Criminal Code of Ukraine. Investigative materials reveal that the suspect had held the directorial position since 1990. For over three decades, he was the primary official tasked with overseeing the technical condition of the sports facility, initiating necessary repairs, and ensuring the absolute safety of the infrastructure used for children’s training.
However, investigators discovered that the luge track was in a deplorable state, with an estimated deterioration level of 80%. The concrete support structures were crumbling, and the wooden decking was severely compromised and hazardous. Despite clear evidence of the danger and a complete lack of professional technical inspections, the director failed to organize any capital repairs. Even more concerning, while being fully aware of the life-threatening condition of the facility, he signed a contract in January 2023 to lease the track out for active sports training sessions.
The inevitable tragedy occurred in May 2023. During a routine training run, the rotten wooden decking of the track collapsed beneath the 14-year-old athlete as she was sliding down. The young girl sustained catastrophic injuries that were incompatible with life, passing away at the scene before emergency medical services could save her.
The formal notice of suspicion was issued recently because law enforcement required substantial time to conduct comprehensive forensic and engineering expertise. These detailed scientific assessments definitively established a direct causal link between the track’s critically unsafe technical condition and the fatal accident. As the investigation progresses, the case highlights a severe need for stringent safety audits across youth sports infrastructures to prevent such devastating bureaucratic failures from claiming more lives in the future.
