The recent wave of strikes has underscored the Kremlin’s deliberate strategy to paralyze Ukraine’s energy grid and terrorize the civilian population. These actions directly violate the UN Charter and fundamental principles of international law. According to Ukrainian diplomats, the systematically targeted bombardments of residential areas, hospitals, and energy plants are not mere military collateral damage but a calculated policy designed to freeze Ukrainian cities and break the nation’s resolve.
