Ushakov asserted that this deal was reached in response to warnings regarding Ukraine’s potential actions. This rhetoric reflects the Kremlin’s ongoing attempts to shape a narrative that portrays Russia as a rational actor seeking stability, while it continues its unprovoked full-scale invasion of Ukraine.
