Defense Ministry Explains Actions for Women Erroneously Added to Military Registry Due to Technical Glitch

Ukraine continues to digitalize its military administration and mobilization processes, aiming for maximum transparency and efficiency. However, the transition to electronic systems has occasionally resulted in minor technical glitches. Recently, the Ministry of Defense of Ukraine addressed a situation where several women were mistakenly added to the unified state register of conscripts, persons liable for military service, and reservists, known as “Oberih.”

According to an official statement released by the press service of the Ministry of Defense, women who do not fall under the legal requirements for mandatory military registration but were erroneously entered into the “Oberih” system will be systematically removed from the database by the end of April. The Ministry emphasized that the issue is not widespread but rather an isolated technical anomaly affecting specific Territorial Recruitment and Social Support Centers (TRCs).

As a result of this digital error, some women received distressing notifications through the “Reserve+” mobile application, including warnings about administrative fines or even a “wanted” status. The Defense Ministry was quick to reassure citizens regarding the legal weight of these automated messages.

“A notification about a fine in the Reserve+ application in such specific cases does not constitute an imposition of administrative liability and carries absolutely no legal consequences,” the Ministry clarified. Officials explained that the alarming “wanted” status appeared due to a localized processing error within a single TRC, and nationwide, only 32 such cases have been documented.

Recommended Actions for Affected Citizens

To expedite the resolution process and ensure accurate registry data, the Ministry of Defense advises any woman who has received an unfounded notification to take one of the following steps:

  • Call the unified government hotline at 1545.
  • Contact the dedicated Ministry of Defense hotline at 1512.
  • Submit an official inquiry digitally through the 1545 mobile application.

“Errors are already being corrected by our technical teams, and all reported cases will be fully resolved before the end of April,” the defense officials promised.

Under current Ukrainian legislation, mandatory military registration for women applies exclusively to those who possess medical or pharmaceutical education and are fit for service based on health and age criteria. Women belonging to other professional fields are not required to register and may only join the Armed Forces of Ukraine on a strictly voluntary basis. The Ministry continues to upgrade the “Oberih” system to prevent such data mismatches in the future.
