A high-profile corruption case has emerged in the Kharkiv region, where a construction company director and incumbent district council deputy faces serious charges of embezzlement. According to the Kharkiv Regional Prosecutor’s Office, the official misappropriated critical municipal equipment worth over 14.5 million hryvnias under the guise of wartime evacuation measures.
The scandal centers on a contract for the reconstruction of sewage treatment facilities in the city of Valky. As part of the agreement, the contractor procured specialized equipment, including pumping systems and dosing stations. Following the Russian full-scale invasion, the suspect convinced municipal authorities to move the equipment to the western regions for safety. However, investigators discovered that the machinery never left the Kharkiv region; instead, it was stored on a private property owned by the suspect’s relative.
When the municipal enterprise demanded the return of the equipment in early 2024, the deputy claimed that the hardware had been destroyed during Russian military attacks. Law enforcement officials later proved this statement was a fabrication intended to cover up the theft of assets funded by the taxpayer.
