Commander-in-Chief Syrskyi Suspends Odesa TRC Leadership Amid Shooting and Extortion Scandal

Oleksandr Syrskyi suspended the leadership of the Odesa TRC after a high-profile detention scandal

The Commander-in-Chief of the Armed Forces of Ukraine, Oleksandr Syrskyi, has made a decisive personnel decision by suspending the head of the Odesa Regional Territorial Recruitment and Social Support Center (TRC), along with the chief of the Peresypskyi District TRC. This significant move comes in the immediate aftermath of a high-profile scandal that shook Odesa on April 21, when local military recruitment officers were detained during a special operation involving a shootout and an extortion demand of $30,000. The Ground Forces of the Armed Forces of Ukraine officially announced this decision, emphasizing a zero-tolerance policy towards illegal activities within the military ranks during martial law.

The events leading to these suspensions resembled an action movie rather than a standard military procedure. According to law enforcement data, employees of the Peresypskyi district TRC forcefully abducted a former military serviceman—a combat veteran who had an official and legal deferment from mobilization. The perpetrators dragged him into a minibus and, under the threat of weapons, demanded a $30,000 bribe in exchange for leaving him alone. However, the victim had proactively contacted the Security Service of Ukraine (SBU), which set up a sting operation.

The resulting operation, executed by the SBU’s internal security department and the KORD police special forces on Balkivska Street, involved a high-speed car chase and gunfire. When the suspects’ vehicles were stopped, investigators uncovered an alarming arsenal. Law enforcement officers confiscated bats, brass knuckles, bladed weapons, unregistered firearms, and substantial amounts of cash from the recruitment officers’ vehicles. One of the suspects attempted to flee the scene but was apprehended shortly after near a local electronics market. Preliminary reports indicate that the detained officers will face charges not only for bribery but also for armed robbery and kidnapping.

The military command’s response was swift and uncompromising. The Ground Forces stated that any violation of the law, abuse of power, or criminal actions by military personnel are entirely unacceptable and will be met with severe legal consequences. “Law enforcement agencies are being provided with full and comprehensive assistance in conducting the necessary checks and investigations,” the military’s official statement read. In addition to the suspensions, the head of the Main Directorate of the Military Law Enforcement Service (VSP) of the Armed Forces has been directly tasked with conducting a thorough internal investigation into the incident.

This scandal highlights the ongoing challenges Ukraine faces in balancing its mobilization needs with the necessity of maintaining integrity within its recruitment centers. Corruption and criminal behavior by local officials undermine public trust and the overall war effort. Syrskyi’s rapid intervention serves as a clear signal that the military leadership is committed to purging the system of individuals who discredit the Armed Forces. The Odesa Regional TRC has confirmed the detentions and pledged full cooperation with the ongoing investigation, as the nation awaits the legal proceedings against the accused officers.
