The Russian military has once again demonstrated its reliance on terror tactics, targeting civilian maritime vessels. As reported by the Naval Forces of the Armed Forces of Ukraine, on June 22, a Russian drone struck the Panama-flagged cargo ship VICTRESS. This deliberate attack on international shipping marks another escalation in Moscow’s ongoing campaign to disrupt global supply chains and intimidate civilian crews in the Black Sea.
The drone strike triggered a massive fire on board the VICTRESS, which was carrying a crew of nine, including citizens of Egypt, Turkey, and India. The Ukrainian Navy launched an emergency rescue operation; however, a 58-year-old Egyptian cook was confirmed dead. Eight other crew members were forced to evacuate via life rafts as the vessel suffered severe structural damage and lost all maneuverability.
Deputy Prime Minister for Reconstruction Oleksiy Kuleba confirmed that during the same night, Russian forces targeted additional commercial vessels flying the flags of Palau and Belize. While those ships did not report any casualties, the repeated nature of these attacks highlights a clear pattern of criminal disregard for international maritime law. By targeting vessels destined for Ukrainian ports, Russia continues to weaponize the sea, threatening the lives of foreign sailors and destabilizing food security.
This incident follows a series of similar provocations, including the previous targeting of a Chinese merchant vessel earlier this year. The international community is once again reminded that Russia’s war is not confined to the front lines but encompasses a broad assault on global commerce and human life.
