Balaclavas Prohibited: Ukrainian Ombudsman Calls for Transparency in TCK Conduct

Ukrainian Parliamentary Commissioner for Human Rights Dmytro Lubinets has issued a stern warning against the use of balaclavas by Territorial Recruitment Centers (TCK) personnel during mobilization activities. In a recent statement, Lubinets underscored that citizens have an absolute right to identify those conducting checks or detentions. Obscuring one’s face prevents proper identification and invites potential human rights abuses.

The intervention was prompted by a disturbing case in Dnipro, where a man sustained a severe traumatic brain injury following an encounter with masked individuals in military uniforms. While official versions initially suggested the victim simply fell, his family insists that the injuries were a direct result of physical force applied during an altercation. Criminal proceedings under Article 128 of the Criminal Code have been initiated, and the Ombudsman has requested the Prosecutor’s Office to ensure an impartial investigation into whether the TCK staff acted within the scope of the law.

This incident highlights the growing tension surrounding the mobilization process in Ukraine. As the state balances urgent frontline recruitment needs with democratic oversight, any lack of transparency risks alienating the public and eroding trust in essential government institutions. Under current Ukrainian law, TCK representatives are required to be clearly identifiable and must present official service identification upon request. Adherence to these protocols is essential not only for the legality of mobilization but for maintaining social stability during wartime.
