Accountability Under Fire: Internal Investigation Launched into Police Response to Kyiv Terror Attack

The tragic events that unfolded in Ukraine’s capital over the weekend have prompted immediate administrative action. The head of the Ministry of Internal Affairs of Ukraine, Ihor Klymenko, announced that he has ordered a comprehensive internal investigation into the actions of the National Police officers during the terrorist attack in Kyiv, which resulted in significant civilian casualties.

According to Minister Klymenko, the fundamental law enforcement motto “to serve and protect” cannot be viewed merely as a slogan. He emphasized that it must be backed by decisive, professional tactical actions, especially during critical moments when civilian lives hang in the balance. Any hesitation or failure to follow active shooter protocols during such extreme circumstances requires strict scrutiny.

Following the Minister’s directive, the Head of the National Police, Ivan Vyhivskyi, confirmed that several police officers involved in the initial response have been temporarily suspended from their duties pending the outcome of the inquiry. “We need to establish all the circumstances of the event without exception. We are currently studying all available video materials, including body-worn camera footage and videos circulated online, and interviewing witnesses,” Vyhivskyi stated. Once compiled, all evidence will be transferred to the State Bureau of Investigation (SBI) for an independent legal assessment.

The investigation stems from the horrific events of Saturday, April 18, when an unidentified gunman opened fire in the Holosiivskyi district of Kyiv. The armed individual moved aggressively through the streets, shooting indiscriminately at pedestrians before forcing his way into a local Velmart supermarket and taking multiple hostages. The violent rampage left several people dead and 14 others wounded.

While the specialized KORD tactical unit ultimately stormed the building and neutralized the shooter following unsuccessful negotiations, questions have arisen regarding the initial response by regular patrol officers. The core of the investigation will likely focus on whether the first responding units took appropriate measures to engage the active shooter and prevent him from entering the crowded commercial facility.

This internal probe highlights a growing demand for transparency and accountability within Ukraine’s law enforcement agencies. In a country already traumatized by ongoing war, the ability of local police to swiftly and effectively neutralize armed domestic threats is paramount to maintaining public trust. The Ministry of Internal Affairs has promised to publish the findings of the investigation shortly, ensuring that the public receives clear answers regarding the tragedy.
