During a recent United Nations Security Council meeting dedicated to the protection of civilians in Ukraine, the Russian Federation’s disinformation apparatus suffered another major blow. Addressing the council, Ukraine’s Permanent Representative to the UN, Andriy Melnyk, whose speech was broadcast on the official UN YouTube channel, systematically dismantled Moscow’s narrative regarding the events in occupied Starobilsk. Melnyk demonstrated that the Kremlin’s emotional accusations against the Armed Forces of Ukraine collapse under the weight of their own contradictions.
The core of Russia’s propaganda campaign focused on an alleged Ukrainian strike targeting a college dormitory in Starobilsk, Luhansk region, which reportedly housed minors. Russian envoy Vasily Nebenzya heavily exploited the narrative of “murdered children,” mentioning “children” at least fifteen times during previous emergency sessions. He claimed that 86 students aged 14 to 18 were asleep in the facility at the time of the attack. However, the narrative disintegrated the very next day when the Russian Ministry of Foreign Affairs published a list of 21 victims. A closer analysis of this official Russian list revealed that every single individual listed was an adult. Not a single child or teenager was among the casualties, completely debunking the emotional fabrications presented by Russian diplomats.
Furthermore, Russian officials could not maintain consistency in their technical descriptions of the event. Nebenzya’s statements regarding the number of drones involved fluctuated wildly, shifting from four to sixteen. Russian dictator Vladimir Putin also engaged in this disinformation campaign, calling the strike an act of “neo-Nazism” and promising a retaliation. Putin claimed six people were killed and dozens injured in what he portrayed as a civilian dormitory.
In reality, the General Staff of the Armed Forces of Ukraine confirmed that the strike targeted a highly legitimate military objective: the headquarters of the Russian drone unit “Rubikon” in occupied Starobilsk. This unit plays a vital role in directing attacks against Ukrainian defensive positions. Melnyk emphasized that Ukrainian forces strictly adhere to international humanitarian law and target only military facilities, unlike Moscow’s forces, which systematically shell civilian areas. The “Starobilsk myth” serves as a textbook example of how the Kremlin attempts to manipulate international institutions and exploit child safety themes to justify its ongoing aggression and disguise its military losses.
