In a major blow to Ukraine’s underground economy, the National Police has dismantled a massive distribution network of counterfeit electronic cigarettes and nicotine-containing products in Kyiv, as officially reported by the Strategic Investigations Department. The organized criminal group utilized shell corporations and fake excise stamps to flood the domestic market with tax-exempt products, depriving the state of critical revenue during wartime.

During 27 coordinated searches across the capital, law enforcement officers recovered a staggering volume of illicit inventory. The seizure included over 30,000 bottles of e-liquid and components, 16,000 units of alternative tobacco goods, 2,500 POD systems, and approximately 10,000 cartridges. Additionally, computer hardware, mobile phones, operational ledgers, and significant amounts of cash were confiscated as physical evidence of the systematic tax evasion scheme.

Economic analysts point out that the trade in counterfeit tobacco and vape products is not merely a consumer protection issue, but a direct threat to national security. The Ukrainian state budget relies heavily on excise taxes to fund its public sector and defense operations. When illicit networks simulate legitimate tax stamps, they effectively siphon millions of hryvnias from public funds into the pockets of organized crime syndicates.

Furthermore, the reliance on front companies and sophisticated logistics shows that black-market operators are evolving. By mimicking legal distribution channels, these networks successfully evaded detection for months. Law enforcement authorities are now working to identify the entire network of suppliers and distributors. The crackdown in Kyiv represents a broader state strategy to clean up retail markets, secure tax revenues, and demonstrate to international partners that Ukraine is committed to establishing robust regulatory oversight across all commercial sectors.
