Russia’s energy sector is facing a severe crisis as, according to a report by Reuters, major Indian state-owned refineries have refused to increase gasoline exports to Moscow. Faced with a crippling fuel deficit caused by successful strikes on Russian refineries, companies like Rosneft and Gazprom Neft approached Indian partners, including Indian Oil and Bharat Petroleum, seeking extra supplies. All were rejected due to a lack of exportable surplus.
The current situation highlights the devastating impact of recent targeting of Russian critical fuel infrastructure. Estimates suggest a monthly shortfall of 400,000 to 600,000 tons of gasoline within Russia. With domestic refinery output plummeting to early-2000s levels, Russia is scrambling to source fuel from allies, yet even these markets are proving insufficient to meet the massive demand of a war-torn economy. Repairing the damaged refineries remains an elusive goal for the Kremlin, as international sanctions have blocked access to the necessary specialized technology required for quick restoration.
Experts note that Russia’s domestic production now covers only roughly 65% of its internal demand, leading to significant logistical disruptions. While the Russian military apparatus continues to rely on heavy fuel consumption for front-line operations, the inability of the civilian energy sector to keep pace with demand creates a long-term strategic vulnerability. The reliance on limited imports from neighboring states such as Belarus or Kazakhstan serves only as a temporary bandage on a systemic failure. As the internal fuel market continues to buckle under pressure, it becomes increasingly clear that the destruction of Russia’s refining capacity is significantly limiting its ability to sustain long-term aggressive actions, proving that economic pressure is just as critical as battlefield successes in curtailing the aggressor’s capabilities.
