Cyprus has officially suspended the operations of its outsourced visa application centers in Russia, transitioning to direct consular processing starting June 15, 2024. As announced on the official Facebook page of the Cypriot Embassy in Moscow, the processing of national visas will now be handled exclusively by the embassy in Moscow and consulate offices in St. Petersburg, Yekaterinburg, and Krasnodar. This sudden shift marks a significant logistical hurdle for Russian citizens seeking entry to the Mediterranean island nation, signaling a deeper diplomatic divide.
The embassy attributed this disruption to the expiration of its contract with the visa outsourcing company BLS International. While Cypriot diplomats expressed hope that a new agreement with an external service provider would be signed shortly, the transition occurs against a backdrop of deeply strained relations between Nicosia and Moscow. Since the onset of Russia’s full-scale invasion of Ukraine, Cyprus—once a premier offshore tax haven and vacation destination for wealthy Russians—has faced intense Western pressure to sever its financial and political ties with the Kremlin.
In recent years, Nicosia has taken unprecedented steps to purge its banking sector of illicit Russian capital. Working in tandem with the US Federal Bureau of Investigation (FBI), Cyprus has launched comprehensive audits into Russian-linked financial entities and implemented EU-mandated sanctions with newfound rigor. This crackdown was accompanied by the systematic dismantling of the island’s infamous “golden passports” program. Decades-old citizenships granted to prominent Russian oligarchs, including Oleg Deripaska, Mikhail Gutseriev, and Grigory Berezkin, were retroactively revoked as Cyprus sought to salvage its international reputation.
Furthermore, Cyprus has aligned itself more closely with European security and legal initiatives. The country recently declared its intention to join the Special Tribunal on the Crime of Aggression against Ukraine. Consequently, while the visa application center closures are framed as an administrative transition, they practically function as yet another layer of isolation for Russian travelers, aligning Cyprus with the broader European strategy of restricting Russian entry and influence.
