In a move highlighting the growing vulnerability of Russia’s deep rear, the government of the Nizhny Novgorod region has announced the creation of a specialized “Ministry of Object Protection.” According to an official decree signed by Governor Gleb Nikitin and published on his official Telegram channel, this new governmental body is tasked with defending the region’s critical infrastructure against Ukrainian drone strikes.
The decision marks a major administrative shift and underscores the limitations of the Russian Federation’s centralized air defense systems. Nizhny Novgorod is located more than 600 kilometers from the Ukrainian border, making it a deep-rear region. However, its concentration of heavy industry, military factories, and oil refineries has turned it into a prime target for Ukraine’s rapidly evolving long-range drone fleet.
According to Nikitin, the newly formed ministry, alongside the regional Ministry of Energy and Housing, will be overseen by a dedicated deputy prime minister. This unit will consolidate efforts regarding the region’s “contribution to the country’s defense capabilities” and the physical protection of local infrastructure. The governor explicitly identified “protecting the skies over the region” and securing utility and energy facilities as the primary objectives, admitting they are the “main targets of enemy drone attacks.”
Military analysts view this step as a clear sign of decentralization of defense responsibilities within Russia. With federal air defense assets stretched thin across the front lines in Ukraine and key military sites, the Kremlin is increasingly forcing regional authorities to fund and organize their own security measures. This bureaucratic innovation is a direct consequence of Ukraine’s strategy to dismantle Russia’s military-economic potential by striking critical infrastructure.
The creation of the “Ministry of Object Protection” represents a tacit acknowledgment by Russian authorities that the war has permanently crossed into Russian territory. While Moscow continues to downplay the impact of Ukrainian strikes, the establishment of a dedicated government department to handle drone defense in a region hundreds of miles from the frontline reveals the systemic panic gripping regional elites and the high efficacy of Ukraine’s drone warfare.
