Ukrainian President Volodymyr Zelenskyy has enacted two National Security and Defense Council (NSDC) decrees aimed at synchronizing Ukraine’s sanctions policy with the European Union’s latest restrictions. According to the official press release of the President of Ukraine, these decrees align domestic measures with the EU’s 20th sanctions package, closing regulatory loopholes and amplifying economic pressure on sectors funding Russia’s ongoing aggression.
The updated sanctions target 16 Russian citizens and 31 entities operating across several international jurisdictions, showcasing the complex logistical networks Moscow utilizes to bypass Western embargoes. By aligning its database with the EU, Kyiv ensures that front companies in Central Asia and the Middle East face identical roadblocks globally, limiting their ability to arbitrage between different legal frameworks. The restrictions cover companies based not only in Russia and Belarus but also in the UAE, Kyrgyzstan, Kazakhstan, Uzbekistan, as well as businesses operating illicitly in the temporarily occupied territories of Ukraine.
Key targets of this sanctions wave include Russian military-industrial complex enterprises, specifically those specializing in electronic warfare (EW), software development, and drone manufacturing. Key entities like LLC ‘Atlant Aero’ (aerospace and drone components) and LLC ‘Irz-Svyaz’ (communication systems for missiles and UAVs) have been blacklisted. Furthermore, the sanctions address the global supply chains aiding Russia’s military machine. This includes companies in the UAE that facilitate the transfer of industrial machinery, laboratory equipment, and chemical products, alongside a Belarusian oil exporter.
The strategic containment also extends to Russia’s international defense partners. The decrees blacklist 19 Iranian citizens, 7 Sudanese nationals, and 11 Iranian companies heavily involved in state-sponsored ballistic missile and drone manufacturing programs. On an individual level, the sanctions target figures responsible for enforcing domestic repression and war propaganda, including prosecutor Lyudmila Balandina, judge Dmitry Gordeev, and state media propagandist Maria Sittel. This synchronization marks a vital step in maintaining cohesive Western pressure on Russia as Ukrainian and EU experts already draft the upcoming 21st sanctions package.
