IMF Mission Launches Review in Kyiv: Balancing Tax Reforms and Macroeconomic Stability

The International Fund (IMF) mission, led by Gavin Gray, has officially commenced its work in Kyiv to meet with Ukrainian authorities for the first review of the $8.1 billion Extended Fund Facility (EFF) program. As reported by the news agency Interfax-Ukraine, quoting the IMF Resident Representative in Ukraine, Priscilla Toffano, the discussions will focus on macroeconomic policies and key structural reforms. This visit is of paramount importance for Ukraine, as the successful completion of the review will pave the way for subsequent financial disbursements vital to maintaining economic stability amidst the ongoing war.

The four-year EFF program requires strict fiscal discipline from Kyiv. While the country continues to secure military and diplomatic support on the global stage, economic resilience remains the foundation of its defense capability. The IMF expects the Ukrainian government to take concrete steps toward domestic revenue mobilization, which is a core condition for receiving long-term international funding.

One of the most sensitive topics in the talks with creditors is the overhaul of the tax system. The initial commitments made by Ukraine included the elimination of VAT exemptions for individual entrepreneurs (FOPs) starting January 1, 2027, as well as lowering the duty-free limit on imported parcels below 150 euros. However, executing these reforms has sparked intense domestic political debates.

Ukrainian officials have already secured a partial compromise with the IMF, delaying the VAT requirement for individual entrepreneurs by one year to alleviate pressure on small businesses. At the same time, the issue of taxing imported parcels remains highly controversial. Just before the mission’s arrival, the Verkhovna Rada rejected the corresponding draft law, which could complicate the current round of negotiations.

In addition to the program review, the mission and Ukrainian officials will conduct the 2026 Article IV consultations. These talks aim to assess Ukraine’s medium-term economic outlook, focusing on financial sector stability, corporate governance in state-owned enterprises, and creating a favorable environment for private investment.

Ultimately, this IMF mission serves as a critical test for Kyiv. The government must strike a delicate balance between maintaining domestic socio-economic stability and meeting the rigorous demands of international lenders. The outcome of these discussions will determine not only the immediate flow of financial aid but also the long-term trajectory of Ukraine’s economic recovery.
