Crackdown on Shadow Business: Massive Counterfeit Tobacco Production Exposed in Kharkiv Region

Law enforcement agencies in the Kharkiv region have conducted a large-scale special operation aimed at dismantling a network of underground tobacco production and distribution. According to the National Police of Ukraine, the operation resulted in the seizure of goods and machinery valued at over 35 million UAH. This successful action highlights the ongoing effort to clean up the economy, ensuring that illicit profits do not undermine the state’s fiscal stability during wartime.

Over the past week, officers executed more than 50 authorized searches across Kharkiv and the surrounding region. They uncovered underground workshops operating nearly around-the-clock, alongside a well-organized distribution network that utilized postal services to ship counterfeit products throughout Ukraine. Investigators seized 1.2 million cigarette tubes, 120,000 packs of finished cigarettes, nearly 400 kg of raw tobacco, and industrial packaging equipment.

According to the investigation, the scale of this criminal enterprise was significant, with estimated monthly profits reaching 10-12 million UAH. In addition to traditional tobacco products, the criminals facilitated the illicit sale of electronic cigarettes and liquids via retail outlets and Telegram channels, operating without any licenses or safety certifications. This portion of the haul was valued at approximately 15 million UAH.

Ten individuals have already been notified of suspicion, facing charges related to the illegal production, storage, and distribution of excise goods, as well as money laundering. The investigation is ongoing, with all confiscated items undergoing forensic analysis. Combating such shadow schemes is a priority for Ukrainian law enforcement, as illegal trade directly impacts the national budget. By rooting out these criminal networks, the state aims to reinforce the rule of law and maintain economic integrity in the face of ongoing external and internal challenges.
