According to the official report from the FIS website, the Kremlin is intensifying its information warfare in response to its failures on the battlefield and growing economic instability in Russia.
The Russian presidential administration has ordered its intelligence agencies and state-run media to orchestrate a massive disinformation campaign. The primary goals are to discredit the Ukrainian military command, undermine the mobilization process, and tarnish the reputation of Ukraine’s political leadership. Moscow’s strategy involves fabricating official-looking documents and deploying fake expert opinions to spread discord. The Kremlin considers it critical to shift European focus away from the war, viewing their previous propaganda narratives as having lost momentum due to other global events.
Intelligence reports confirm that Russia is actively utilizing a network of over 15 proxy media outlets across Europe, such as L’Antidiplomatico and Magyar Nemzet, to disseminate destructive narratives. By infiltrating foreign information spaces, Moscow aims to weaken international support for Kyiv. This shift to hybrid tactics indicates that Russia is shifting resources toward psychological operations to compensate for its inability to achieve a decisive military victory.
