The President made this announcement via his official Telegram channel following a high-level meeting with diplomatic officials on July 17. The initiative comes as a direct response to recent developments regarding historical memory disputes that have strained bilateral cooperation.
Recognizing that Ukraine and Poland share inseparable security interests, Zelensky emphasized that maintaining good-neighborly, equal, and mutually beneficial relations is a top priority for European stability. The proposed roadmap includes the declassification of archives from the Security Service of Ukraine (SBU) and the Foreign Intelligence Service regarding the tragic events in Volhynia during the 20th century. Furthermore, Kyiv plans to grant additional permits for exhumation and search operations, inviting Polish counterparts to join efforts to uncover historical facts through a scientific rather than a political lens.
Another pillar of this strategy involves strengthening the Ukrainian Institute of National Memory. President Zelensky instructed the head of the institute, Oleksandr Alferov, to present proposals for increased financial and institutional support to ensure Ukrainian interests are represented with dignity on the international stage.
