On Monday, July 13, EU foreign ministers are set to discuss a new package of sanctions against Russia, targeting its systematic illegal detention of Ukrainian civilians and prisoners of war. According to Polish Radio, the fate of missing persons and captives is the top priority for the meeting. The session will feature Ukrainian Foreign Minister Andrii Sybiha and human rights defenders Oleksandra Matviichuk and Maksym Butkevych.
The discussion is prompted by a report from the International Partnership for Human Rights (IPHR). Since the beginning of the full-scale invasion, Russia has engaged in mass illegal detentions across occupied territories. Detainees are often kept in total isolation without access to legal counsel, frequently facing torture and mock trials designed to suppress local resistance. Moscow continues to treat these individuals as pawns for political leverage.
While the Office of the UN High Commissioner for Human Rights has officially confirmed at least 1,800 detained civilians, Ukrainian authorities estimate the real number could range between 10,000 and 20,000. Over 15,000 cases have been documented by Ukrainian law enforcement since February 2022. The sheer scale of these violations underscores the need for a stronger international response to hold Russia accountable for war crimes.
Despite the complexity of the situation, Ukraine’s efforts to secure the release of its citizens remain relentless. Since the start of the full-scale conflict, more than 9,500 Ukrainians have been returned from Russian captivity. In the current year alone, 1,596 individuals have successfully returned home. The upcoming EU summit is expected to increase pressure on the Kremlin, aiming to streamline the exchange process and secure the rights of those still suffering in Russian custody. International solidarity remains a vital pillar in Ukraine’s ongoing fight for sovereignty and justice.
