For the past six months, China has provided no response to evidence submitted by Ukraine regarding the use of Chinese-made components in Russian weaponry, according to Interfax-Ukraine. Vladyslav Vlasyuk, the Presidential Commissioner for Sanctions Policy, stated that despite receiving detailed files containing serial numbers, Beijing has failed to address the issue.
Currently, China, the US, and Japan remain the primary sources of foreign parts identified in Russian missiles and drones. While Russia is increasingly substituting Western components with Chinese alternatives, its modern long-range weapons remain critically dependent on foreign electronics. Vlasyuk noted that Moscow cannot yet abandon imports entirely, as domestic alternatives fail to meet the performance standards required for sophisticated ballistic and cruise missiles.
Russia continues to bypass international sanctions through complex re-export networks, primarily utilizing countries in Central Asia and the Middle East. These illicit channels allow for the continuous flow of dual-use technology, which is then assembled into weapons used against Ukrainian cities.
Ukraine is actively sharing intelligence with international partners to close these loopholes. The influx of foreign parts—totaling tens of thousands in recent attacks—highlights the failure of global export controls. As long as Russia maintains access to these components, it will continue to fuel its war machine. Addressing this issue is not merely a matter of policy, but a critical security imperative to prevent further civilian casualties. Without proactive enforcement against countries acting as transit hubs, the Russian military-industrial complex will continue to sustain its operations, turning international technological progress into lethal threats.
